Washington's outage risk is dominated by windstorms and ice rather than hurricanes: the Puget Sound corridor around Seattle and Tacoma faces powerful fall and winter windstorms off the Pacific that topple trees onto power lines, causing widespread multi-day outages, while Spokane and Eastern Washington see a different pattern of winter ice storms, wildfire-driven public safety power shutoffs, and severe summer heat that strains the grid.
