Winter ice storms are a separate, recurring outage driver: the January 2009 North American ice storm knocked out power to 1.3 million customers across Tennessee and neighboring states, Winter Storm Elliott in December 2022 forced the Tennessee Valley Authority's first-ever rolling blackouts and cost TVA and its customers an estimated $170 million, and Winter Storm Fern in January 2026 toppled more than two dozen TVA transmission lines and left over a million people without power. Middle and West Tennessee see the heaviest severe-thunderstorm and tornado exposure, while ice storms and TVA transmission damage have hit statewide, including East Tennessee.
