Arkansas has a real, dated record of severe weather knocking out power at scale. On March 31, 2023, a high-end EF3 tornado tore through Little Rock and North Little Rock with winds reaching 165 mph, leaving roughly 75,000 Arkansans without power statewide, 50,000 of them in Pulaski County alone. Weeks earlier, on February 1, 2023, a freezing rain event across south Arkansas downed trees and power lines and cut power to more than 80,000 people, and a June 17-18, 2023 severe thunderstorm outbreak knocked out power to over 100,000. The state's worst modern outage event remains the January 2009 North American ice storm, which coated northern Arkansas in over 2 inches of freezing rain, snapped more than 30,000 power poles, and left an estimated 300,000 Arkansas residences without electricity, some for nearly a month.
